As previously reported by the DC Enquirer, Rep. Boebert's articles were introduced as a privileged resolution, forcing a floor vote. Some among the GOP objected to bypassing committees and moving directly to a floor vote, and House Speaker Kevin McCarthy of California negotiated with Boebert to move the articles along.
According to The Daily Wire, the agreed-upon plan, that the House Rules Committee refer the resolution to both the House Homeland Security and House Judiciary Committees was approved by a Thursday 219-208 party-line vote.
Boebert tweeted, "Today, I initiated historic impeachment proceedings against Joe Biden for his unconstitutional dereliction of duty at the southern border. For the first time in 24 years, House Republicans united to protect the separation of powers and start a formal impeachment inquiry."

"The rule passed by all House Republicans on the House floor allows Congresswoman Boebert’s bill and impeachment proceedings to proceed through the traditional, institutional channels—by building a body of evidence at the committee level through the Committees on Homeland Security and the Judiciary, reporting out impeachment based on that evidence, and then the House adopting a resolution so that when a trial occurs in the Senate, there is an existing evidentiary record to rely upon when holding Joe Biden accountable."

Simultaneous investigations into Biden are happening in the House Judiciary Committee, the Oversight Committee, and the Homeland Security Committee. According to Axios, Judiciary Committee Chairman Jim Jordan said that his panel will defer to the House Oversight Committee to report on its findings, and the Judiciary will "move accordingly." Although the Ohio Congressman asserted that the "primary jurisdiction" for the impeachment resolution sits with the Homeland Security Committee.
