A new video obtained by Fox News from James Copenhaver, one of the victims seriously injured by the gunman who attempted to assassinate President Donald Trump on July 13, shows 20-year-old Thomas Matthew Crooks positioned on the roof just minutes before opening fire on the Republican nominee. The video comes after Acting Secret Service Director Ronald Rowe, Jr. testified to the Senate Judiciary and Homeland Security committees on Tuesday.
The newly-released footage, taken at 6:08 PM just three minutes before Crooks opened fire at 6:11 PM, shows Crooks in two instances moving around on the sloped roof and peeking his head over the roof to see his target.
According to Fox News, the gunman fired eight rounds with an AR-15, leading to the death of 50-year-old Corey Comperatore, the serious injury of Copenhaver and 57-year-old David Dutch, and the grazing of President Trump's right ear. Secret Service countersniper teams eliminated Crooks soon after he opened fire as other agents swooped in to protect the president and evacuate the injured.
The footage directly contradicts Director Rowe's testimony to Congress on Tuesday. The acting head of the Secret Service explained that Crooks was lying prone on the roof before opening fire and that Secret Service counter snipers were unable to see him before he opened fire on Trump and the rally-goers.
"I went to the roof of the AGR building where the assailant fired shots, and I laid in a prone position to evaluate his line of sight. What I saw made me ashamed," Rowe told the senators. The acting Secret Service director also displayed images for the senators that showed just how close the shooter was to the local law enforcement allegedly stationed in the building parallel to the roof. "Looking left, why was the assailant not seen?" Rowe asked. "I cannot understand why there was not better coverage or at least somebody looking at that roofline when that's where they were posted."
While Rowe placed some blame on local law enforcement, he ultimately blamed his agency for the failure. "This is a failure of the Secret Service," he said.
The new footage is damning evidence against the Secret Service, which was unable to protect against a lone gunman that was actively moving around on the roof minutes before opening fire on Trump. The agents responsible for the security failure must be held accountable.
WATCH:New video of the moments before the Trump assassination attempt further shows that it makes zero sense the Secret Service simply missed the shooter.

He was literally running across the roof in plain sight.
