Sean Davis, co-founder of The Federalist wrote that multiple former U.S. intelligence officials testified under oath before the subcommittee about the CIA's involvement in distributing the letter eventually signed by over fifty sympathetic ex-intel officials.
Essentially, the agency mutinied against the sitting president and was acting as a rogue element to suppress the Hunter Biden laptop story which had a well-established impact on the election.

As The Post Millennial reported, a Media Research Center poll showed that "16 percent of voters who were unaware of the laptop scandal would have not voted for Biden had they known about it at the time."
According to The Federalist, the House Investigative report set to be released tomorrow notes,
"One signer of the statement, former CIA analyst David Cariens, disclosed to the Committees that a CIA employee affiliated with the agency’s Prepublication Classification Review Board (‘PCRB’) informed him of the existence of the statement and asked if he would sign it."The Committees have requested additional material from the CIA, which has ignored the request to date."
In a March 5th email to the congressional investigators cited by The Federalist, Cariens told them that a CIA official who was officially tasked with reviewing a memoir he intended to publish brought the Hunter Biden letter to his attention and asked if he would sign it.
“When the person in charge of reviewing the book called to say it was approved with no changes, I was told about the draft letter,” Cariens told Congress. “The person asked me if I would be willing to sign.”

Davis reported for The Federalist, "The CIA review board acknowledged receipt of the letter at 7:11 a.m. the same day. Just hours later, at 10:27 a.m., former CIA official Kristen Wood bcc’ed a distribution list of former intelligence officials asking them to sign the letter, which had been drafted by Morell and Marc Polymeropoulos, who retired from the CIA in 2019."
There were several emails back and forth between prominent intel officials and while the CIA hasn't provided official records to Congress, a review of emails from its drafters showed that it was approved in less than 12 hours.
The report is expected to be released in full Wednesday by the Subcommittee on the Weaponization of the Federal Government. The initial reporting from The Federalist is startling and paints a terrifying picture of an election deliberately manipulated by the U.S. intelligence community to throw off an administration that senior leaders disagreed with.
