The Russian Federation under President Vladimir Putin, asking as a permanent member of the United Nations Security Council has requested a meeting to discuss the suspected sabotage of the Nord Stream gas pipeline scheduled for February 22nd.
According to Russian state media outlet TASS, Russian First Deputy Permanent Representative to the UN Dmitry Polyansky posted via Telegram Wednesday,
“In light of new information regarding the bombing of the Nord Stream gas pipelines, we have requested a UN Security Council meeting be held on February 22, at 3:00 p.m. New York time,” he said.
The Russian outlet explained that on Feb. 8th, an independent journalist formerly of the New York Times, Seymour Hersh, published an article to substack in which he alleged that the Nord Stream pipelines were deliberately sabotaged with explosives planted by U.S. Navy personnel supported by Norwegian forces during the June 2022 BALTOPS training exercise. He also alleged that President Joe Biden authorized the action personally after nine months of planning and discussion in the White House.
Hersch explained,
“Last June, the Navy divers, operating under the cover of a widely publicized mid-summer NATO exercise known as BALTOPS 22, planted the remotely triggered explosives that, three months later, destroyed three of the four Nord Stream pipelines, according to a source with direct knowledge of the operational planning.”
Further, Hersh claimed that the mission was undertaken without congressional knowledge or approval and in such a way as to deliberately thwart its oversight.
He wrote,
“The divers were Navy only, and not members of America’s Special Operations Command, whose covert operations must be reported to Congress and briefed in advance to the Senate and House leadership—the so-called Gang of Eight.”
Hersch laid out his story from an unnamed source that described the operation in detail, explosives planted in secret in September during the BALTOPS22 exercise only to be detonated remotely by a Norwegian Sonar-buoy dropped from one of their naval aircraft in February. It reads like something out of a Tom Clancy novel.
Particularly the journalist noted Biden’s controversial comments, during a press briefing on Feb. 7 before the invasion of Ukraine when he said,
“If Russia invades . . . there will be no longer a Nord Stream 2. We will bring an end to it.”
These echoed a statement in January from State Department Undersecretary Victoria Nuland at a briefing when she said, “I want to be very clear to you today,” answering a reporter’s question.”If Russia invades Ukraine, one way or another Nord Stream 2 will not move forward.”
Adrienne Watson, a White House spokeswoman, told Hersch in an email, “This is false and complete fiction.”
Tammy Thorp, a spokeswoman for the Central Intelligence Agency, similarly wrote: “This claim is completely and utterly false.”

Given that the U.S., as a permanent member of the Security Council, possesses the same veto power as Russia, it is unknown what possible actions will come from the meeting, if any. However, if Moscow is able to present compelling evidence, they may be able to skew German perception of the incident and could endanger cooperation between Berlin and the rest of NATO, potentially cutting support for Ukraine.
In a worse scenario, Germany could, like France before it in 1966, withdraw from NATO entirely and adopt a neutral stance towards Russia that would serve Putin’s needs.
In the absolute worst-case scenario, Russia could interpret the sabotage as an act of war and respond accordingly.
What is also possible, though less likely, would be that our allies, including Germany, for the first time in American history, could call upon Congress to impeach President Biden.
If accurately reported, the action could also be impeachable by Congress as a high crime or misdemeanor, given the deliberate bypass of congressional oversight for a covert operation.
Even further Russia or Germany could potentially call for Biden to be tried for war crimes under Article 8 of The Geneva Convention.
Specifically,

- Section 2b item ii, “Intentionally directing attacks against civilian objects, that is, objects which are not military objectives;”
- Section 2b item iv, “Intentionally launching an attack in the knowledge that such attack will cause incidental loss of life or injury to civilians or damage to civilian objects or widespread, long-term and severe damage to the natural environment which would be clearly excessive in relation to the concrete and direct overall military advantage anticipated;”
