Democrats in the California legislature are pushing through a proposed law that would ban most uses of police K-9s. The bill’s authors have couched the proposed law in claims of present and historic racism.
According to The Daily Wire, Assembly Bill 742 introduced by Assemblymembers Corey Jackson and Ash Kalra, both Democrats, proposes to end the use of Police K-9s for “arrest, apprehension, and crowd control.” The K-9s would be limited to bomb detection and rescue operations.
The bill states,
“It is the intent of the Legislature to prevent the use of police canines for the purpose of arrest, apprehension, or any form of crowd control.
During a press conference announcing the bill Jackson claimed,
“From the brutal attempts to quell the Civil Rights movement, Black Lives Matter protests, and their day-to-day use in law enforcement, police K-9s remain a gross misuse of force and victimize black and brown people, disproportionately.”
She added, “The need for AB 742 is apparent, not only through a historic perspective but also through the clear racial disparities we see every year.
Jackson suggested that the use of police dogs for apprehension traces its roots back to slavery tying it to a statistic that 65% of suspects seriously injured by police dogs in 2021 were “people of color,” according to Daily Wire.
“I’m always looking for ways to atone for the past,” she claimed. “How do we get out of systemic racism? How do we get out racism in our narratives? And how do we make sure that we erase practices that are currently being done today that originated and perfected on our ancestors?”
However, this facile analysis ignores the historical facts that K-9 officers have been employed by law enforcement as guards since the 14th Century at least, and were initially employed in Europe.
The Atherton California Police Department wrote,
“The first recorded use of dogs doing police work was in St. Malo, France in the early 14th century, when they were used to guard dock installations. But it was not until 1888 until the modern police dog first came into being. It was at that time when the London Metropolitan Police Force first used two bloodhounds to track suspects by scent as part of the infamous Jack the Ripper investigation. The Ripper was never apprehended, but the use of dogs as part of the Met continued.“
Pinal County Sheriff Mark Lamb appearing on OAN told Dan Ball that he has “absolutely seen cases where lethal force would have been justified, and was likely going to be used next had the [police] dog not been effective.”
He added, “The dogs are extremely valuable. And the fact that they want to take this away seems to be contradicting what they want across this country, which is more and more reform. So, I can’t understand what they’re trying to do.”

Fresno County Sheriff John Zanoni told The Daily Mail, “These K-9 officers are vital to the safety of our human officers. They’re vital to searching buildings and they are vital to keeping our community safe because the people these dogs are going after are violent.”
He added, “These are criminals who have committed serious crimes and people who are not following the commands of law enforcement and they’re often resisting police officers. This will reduce safety for police officers and increase the likelihood that officers will need to use force.”
