WATCH: President Trump Reveals New Policy To Support Victims Of Migrant Crime, Destroy Cartels

On Tuesday, 45th President Donald Trump announced a new policy to fight back against cartel activity and the various criminal gangs that have infiltrated the United States under the Biden-Harris open border policies. The Republican presidential candidate revealed that his administration would seize the assets of various cartels to establish a restitution fund for victims of migrant crime.

"Today, I'm announcing that for the first time under my administration, we are seizing the assets of the criminal gangs and drug cartels," Trump explained during an event at his Mar-a-Lago resort in Palm Beach, Florida. "We'll use those assets to create a compensation fund to provide restitution for the victims of migrant crime and the government will help in the restitution." The Trump campaign has made migrant crime a central pillar of their campaign messaging heading into election day, particularly highlighting the stories of Jocelyn Nungaray and Laken Riley.

As previously reported by the DC Enquirer, Jocelyn Nungaray was raped and killed in Houston earlier this year by Franklin Jose Pena Ramos and Johan Jose Martinez-Rangel, two Venezuelan illegal immigrants who crossed the border in El Paso, Texas, in early 2024. Both men were detained by Border Patrol but were later released into the country with a notice to appear before a court. Agents put an ankle monitor on Ramos following his release, and investigators have alleged that both men are affiliated with the Venezuelan criminal gang Tren-de-Aragua.

Team Trump has also highlighted college student Laken Riley, who was murdered earlier this year by an illegal immigrant. The 21-year-old college student was found dead on the University of Georgia's campus in late February. Authorities eventually settled on 26-year-old illegal immigrant Jose Antonio Ibarra as the main suspect, concluding that he abducted and then brutally murdered Riley while she was out for a jog on the campus. Authorities disclosed that Ibarra "seriously disfigur[ed] her body … by disfiguring her skull." Following the beating, Ibarra then dragged the young woman's body to a secluded area.

Ibarra was charged earlier this year with malice murder, felony murder, aggravated battery, aggravated assault, false imprisonment, kidnapping, hindering a 911 call, and concealing the death of another, as previously reported by the DC Enquirer. Authorities in New York previously had custody of Ibarra for endangering a minor. Still, the NYPD released him onto the streets before Immigration and Customs Enforcement (ICE) could issue a detainer.

President Trump's new policy would be a major shift in the fight against the cartels that organize and carry out human and drug smuggling on a multi-billion dollar scale, all while supporting the victims of migrant crime.
